The stain is proportional to the silver content so there is no factor you can use at it would be non linear. Your best bet is to use a blue filter for your readings. Your problem would be in choosing what blue filter to use. A color densitometer would be better for your work.
Azo has a very long scale but does not require a very dense negative (regardless what Smith says) so I am not sure you need a staining developer to obtain the contrast required in the same manner as those of us doing alternative printing.
I would suggest you first try a non staining developer like Xtol 1+1.
