Perhaps I misunderstood your message but from your explanation it seems you are OVERDEVELOPING your negatives, with a bit of overexposure. If you are having to burn highlights as well as shadows you are either giving the negative too much exposure and developing or you are overdeveloping your negatives. I dont see this as a underexposure situation. OTOH if you are having to BURN highlights and DODGE shadows, that means you are developing to a greater G bar than you should. Perhaps a diference in temperature is the culprit in getting negs with too much contrast.

If you are using the ExpoDev program, the first screen has a compensation feature, I would change this from 0 to -1/3 or -1/2 exposure. If you get a good negative then this means something in your exposure/developing combinaton has changed from the time you sent your negs for testing.

Off hand I would say you need to reduce developing time or developing temperature.
