The "normal" zone system way is to meter the flame and place that reading in zone VIII or IX, depending on how much you want to "tame" it.
The Incident way is to place the meter's dome as close to the flame as you can, safely, and go with that high reading. To make the flame less bright, raise the high incident reading arbitrarily by a stop or so.
