1 - Yes, you can use a cold light for film testing; in fact that's what they use at the View Camera Store in their testing service.
2 - The split blue/green light source does complicate testing but if you can set it at some medium mixture (half blue, half green for example) and maintain that setting consistently at an effective single exposure of 1/2 second or less, it should be usable. If that light blend is impossible set the thing on full green and try it.
3 - A standard, repeatable exposure time is important; pulsed-flash, flickering light sources, or auto-exposure systems are likely to be very troublesome and will require some trial-and-error experimentation. You may have to rig up a shutter under the lens and use it to control the exposure time while the light is left on. If it comes to that be sure to plug up all the light leaks in the enlarger so that the room is completely dark.
4 - I doubt that there's a predictable relationship between your personal baseboard EV (4.8) and your friend's EV. It will require a test; and while I'd recommend setting the light source at EV 4 (for 1/2 second), the actual value for this preliminary test is not terribly critical since you'll almost certainly have to adjust it after you've analyzed the test curves.
