I attended one of Howard's 'Un-sharp Masking Technique' workshops at his home. Howard told me that he uses the technique on virtually every print he makes! I own two of his prints and have them hanging in my home at this time.I have used the technique in my darkroom and find it interesting at times. I believe that almost any application of the technique is observable. It provides a different kind of 'look'. Done to excess, it makes a terrible looking print. To me its just another tool ala: contrast, burning-dodging etc. I believe it has its most pleasing affect where you have very light elements against very dark elements (white picket fence against old weathered barn). Many people are critical of the technique, but then, there were some people who didn't care for the 'Vegamatic', a simply great tool from RONCO.
