I'll guess that your densitometer needs calibrating. A matte-surfice paper might have a Dmax of 1.6 or so but that's uncommonly low for fresh glossy or lustrous paper. I don't have a reflection densitometer anymore but perhaps someone here will volunteer to read your sample to confirm (or dispute) your 1.62 reading.
