A step tablet is really just a pictorial negative whose densities have been extracted and arranged in a regular sequence. if you can standardize your processing so that identically-exposed step tablet image curves superimpose in the graph space, then identically--exposed pictorial images (of identical subject types), processed equivalently, should appear identical.
But this is probably not a practical expectation in the real world; you'll do well to come close most of the time because there are a lot of variables in the field that you can't control well enough to insure perfect results.
Developer dilution, within reasonable limits, doesn't affect image quality significantly; but it can become an issue if you reduce both the strength and volume of the developer sufficiently to risk premature exhaustion.
