Hi Elliot,
I'm not sure this is the right way to approach this in fog but here it goes:
Point the meter toward the sky and read the brightest area of fog. This would be the hi-reading.
Find an area on the ground that gives a lower ev reading, or if the scene looks too uniform, create an area of shadow for the low ev reading.
