You’ll have to try your preferred dilution in the tubes to see whether developer exhaustion is a problem. I’ve not been a fan of high-concentrate developers and didn’t think it was worthwhile to compromise the tube design by enlarging it to accommodate them. In fact, it appears that—up to a point, at least—increasing developer dilution can be compensated for by extending development time. Also, I’ve used HC-110 successfully in dilutions up to 1+19 from stock, which is a total dilution of 1+79 from the concentrate.
