You obviously can't use the Palm Expo/Dev with flash because the exposure is controlled by flash duration and not shutter speed. However, you can use BTZS development data from the Plotter charts. Here's how:
>> Take the low and high incident readings as usual (pop the flash for each; don't use the modeling lights). Subtract low from high and add 5 to establish the SBR. The ISO setting on the meter is immaterial at this point.
>> Consult the Plotter's EFS/SBR chart to find the appropriate film speed; DOUBLE IT, and set that new value into the meter as the "ISO".
>> Take the low reading again with this new speed value to find the recommended aperture.
>> Make the exposure with that aperture and develop for the time you find on the Plotter's SBR/Dev chart.
