HC-110 working solutions are confusing but I believe this is what that 1+14 means:
HC-110 "stock" is the concentrate (syrup) diluted with 3-parts water. The 1+14 solution refers to one part stock pus 14 parts water. But that one part stock is only a 25% solution
Multiply the total, 15, by 4. Of that 60-part total only one part is syrup and 59 parts are water.
