Are you using the ExpoDev Palm program to calculate your Incident working data? If not, and if you're working from the printed chart data (SBR vs EFS) it's necessary to double the film's rated ISO speed. This is one of the quirks that result from effectively "misusing" the incident meter; it's not supposed to work this way. This might help to account for the overexposure.
This speed adjustment is not necessary with the ExpoDev program; it's taken care of internally.
