It depends on which version of ExpoDev you are using.
For the PocketPC version, things are simple. You get to choose the CoC value directly. ExpoDev for PocketPC includes many popular defaults to choose from, all based on preserving a final perceived print CoC size that is relative to the print size and the viewing distance (assumed to be 1.5 times the diagnal of the final print, which is a common value).
For the Palm version things are a little more variable. The CoC used is a factor of the selected focal length so it varies. You'll have to ask Phil to explain the details on that one. I could show you the formulas but they don't make much sense to me.
