Your reported test results are pretty "normal." If you run your data through the Plotter you'll see how the paper contrast grades correspond to the filters. I'll attach a couple of typical charts (to an email message)--MG FB, and Flexicon FB, both with the Kodak filter set. A few papers depart from their stated grades more dramatically than these do.
I doubt that you'll see any great difference in print developers. Unlike film, which is never developed fully, papers are developed to completion so virtually all of the exposed silver compounds are converted to silver -- usually within from 1 to 3 minutes. Some developers take a bit longer than others to do this, but the ultimate result is pretty nearly the same for all ordinary print developers, when used as recommended. In other words, changing film developers can make a significant difference in image gradation, but changing print developers generally makes very little practical difference.
