A couple of things going on here. First, your PowerDial's slide and sleeve are mismatched; either send it back to Fred for exchange or glue a strip of paper along the edge of the sleeve to extend it, so that when you've set the Hi and Lo exactly on 15 and 13 and turned the whole thing over, the SBR is exactly 7 stops.
When you've done that you'll see that the recommended G-bar for ES=1.1, is 0.55 (instead of the basic value of 0.52 — 1.1/2.1) because the PowerDial includes a little flare compensation that's not included in the Plotter charts.
When I look at the Plotter charts for FP4 in D-76+1, I see 7 minutes dev. time for SBR=7, and on the G-bar chart 7 minutes is very close to 0.52. In other words, both Plotter charts are ignoring flare. Because flare is real it's wise to make some development compensation for it; using the PowerDial's recommended G-bar on the Plotter charts (don't include flare in the Plotter) will make a safe and appropriate adjustment for you.
