BTZS Style Test for B&W Reversal Process

Hello,

I am starting to play around with the Kodak B&W Reversal Processing Kit. I wanted to apply some BTZS style testing to the process. My biggest sticking point is in determining the proper exposure for contact printing a 1"x9" Stouffer 41-Step Transmission Step Wedge onto 120 film. My idea was to use a flash as the source of illumination and to expose for the recommended film speed. My question pertains to how to determine the intensity of that flash exposure? The step wedge has 41 steps up to a DMAX of 4.05 or approximately 13.5 stops. I want to perfectly expose the 21st step (2.0) to be in the middle of the curve to give me useful data on both ends. Since that is approximately 6 2/3 stops, I planned on using a flash meter to arrive at an even exposure of EV7 for the rated speed, my flash meter changes the EV values with ISO change. I assume EV7 is about the middle of my step wedge. Does this sound like a sound assessment or an I completely off base?
