I don't know of any sure fire way to tell whether the old Mac Plotter will run on any given machine or system except to try it. The latest combination that worked for me was a Blue & White G3 with OS 9.1 but it required stripping most of the extensions and control panels out of the system and it was still a little touchy.
I don't think you'll have any trouble getting the PlotterPlus to run on OS 8.1, in fact it should run on anything up through 9.1 on a Performa. I've run it successfully on my wife's beige G3 with system 8.6 and (I hope she won't read this) she has extensions and control panels that I've never heard of. Her files are a mess, too, but nothing seems to crash.
I'd say an upgrade to OS 8.6 should be completely safe. If you run into any trouble at all I'm pretty sure it will be nothing more than a minor conflict with some weird extension and that should be easy to track down and fix.
