I thought I would post a follow up to this.
WinPlotter works fine on Windows 7. The issue is syncing exported film files to ExpoDev via the Palm software. Two solutions exist: continue to run Windows XP somewhere or use XP Mode on Windows 7.
XP Mode is a free add-on from Microsoft for Windows 7 Professional or higher. When it is installed, it allows you to run a virtual Windows XP system within Windows 7. This is similar to how Mac users are able to run WinPlotter and other Windows software on their Macs using OS virtualization software. With XP Mode you get this on your Windows 7 PC but only for running XP apps.
Now I have not tried personally this but I see that others have apparently gotten this to work. Setting up XP Mode is fairly simple as is installing programs to use it is. Getting USB devices and drivers to use XP Mode is a little more work but it is a supported scenario by Microsoft. There seems to be some hitches when using the Palm syncing software but people have figured it out.
