Just to expand on David's reply.
Plotter works fine on Windows 7, XP or Vista.
ExpoDev is a different story since Windows 7 has dropped USB HotSync support for legacy Palm devices including Palm, Handspring, Sony Clie.
There is a work around for 32-bit systems that requires the Palm Desktop 6.2.2 and a free 3rd party sync program from Pimlico Software.
For 64-bit Windows you'll need to use either Bluetooth or IR (infrared). You can find cheap IR dongles on eBay for under $10. Older Palm devices do not support Bluetooth.
