When working with DOF, subject distances should be measured from the film plane. Bellows extension however is measured from the nodal point of the lens (usually but not always the lensboard - telephoto lens are one exception).
Still, that doesn't exactly help here as if it were really 1.0m from the film plane you'd still get those same numbers.
