File transfer is handle by the iOS device (and/or Apple iTunes software).
You don't open Plotter files with ExpoDev, rather you export film exposure data to ExpoDev. It is a subset of what Plotter sees, just the right subset so that ExpoDev can calculate an exposure.
ExpoDev is focused only on exposure - there are no Plotter style charts, etc...
