At this point, Plotter for Windows is considered feature-complete as all of the work as directed by Phil Davis was completed. Going forward it is likely that only maintenance updates would be performed were any compatibility issues to be found. None that I am aware of have been found since its original release (i.e it works just fine on Vista will likely continue to work on Windows 7, etc...).

As for a WinCE version of ExpoDev, that was once in development but significant issues were uncovered on that platform that made completing it prohibitively costly time-wise to complete. There was also the general lack of interest after repeatedly trying to find beta testers in the community, so the effort was ultimately dropped. At this point reviving that effort would likely mean starting from scratch as the tools and technologies used to create this version have undergone significant changes.

Things have also changed in that most WinCE devices these days are Windows Mobile phones and WM vender's often place restrictions and policies that can hamper the types of applications that can run and their ability to sync via ActiveSync back to a desktop (which was needed to get film data to transfer). I myself have been bitten by this on my WM phone with some 3rd-party applications.

While the Palm platform may end up being a dead end there are still an abundance of older Palm devices available through places like EBay, Craigslist, etc... The older B&W non-rechargeable ones run for weeks on a set of cheap batteries and are perfect for packing along in a camera bag.
