From my point of view if you have a half decent flatbed scanner that will give you excellent results. If you don't own Photoshop there is an excellent package for windows called the Gimp and the great part it is free to download and use.
Scan at about 600 dpi on a 10x8 black and white print then carry out basic levels and sharpening on that scan. Clean up any scanner spots. Reduce the image size and dpi [to 72] next and finally a slight sharpen will be needed because of the resampling. The size of the image for the web will depend on how you want it to be viewed.
All of the above is based on you having a print from your darkroom that is a "finished" print - not "fixing" it up in PS or the GIMP.
