That last time that Phil did film testing (2003/2004), he did determine reciprocity data for both Efke 25 & 100 along with just about every other film available at the time. So yes - that data is available. I believe it was all published in the DMax newsletter when he did those tests. Fred should have those back issues available.
That reciprocity data is also built into Plotter for Windows so if you have a personal film test for Efke you can export that test data to ExpoDev along with the correct reciprocity adjustments and ExpoDev for iOS will do the right thing.
